Administrative Services

The Administrative Services Division is responsible for the coordination of the Department of Justice's budget, legislative and departmental planning, and performance. The division also provides general services to the department by coordinating professional services contracts, employee training and development, and other administrative services for the efficient management of the department. The division is currently divided into seven sections: Collections, Finance, Governmental, Human Resource and Payroll, Information Technology, Property Control / Fleet, and Purchasing.

Director: Stormy Hambrice
Stormy Hambrice has 25 years of legal experience. Hambrice previously served as a paralegal in the Jindal administration for 7+ years. Prior to that she served as a paralegal to the Office of the Disciplinary Counsel and Kean Miller Law Firm.
 
Collections
The Collections Section represents public colleges, universities, agencies, boards and commissions for the State of Louisiana in pursuit of monies owed these entities. The types of debt collected by this section include but are not limited to student debts, state taxes, receivables, and fines. Funding for this section is 100% self generated resulting in no cost to the state for its efforts. To contact this section, please call 800-423-2129.
 
Finance
The Finance Section is responsible for receiving and classifying all revenues, processing vendor payments, employee reimbursements and preparing fiscal reports in accordance with policies and procedures established by the Legislature and Division of Administration.
 
Governmental
The Governmental Section provides assistance to local officials, provides assistance to public entities, and responds to constituent requests. This section develops various educational training programs and projects as statutorily obligated or upon the request from the attorney general. Pursuant to LA R.S. 49:251.1, the Department of Justice has provided training for Louisiana’s justices of the peace and constables each year since 1972. Every justice of the peace and constable is required to attend the Justices of the Peace Training course offered by the attorney general at least once every other year. The Governmental Section also develops the Annual Continuing Legal Education Seminar for all of the assistant attorneys general in the Department of Justice. This seminar provides each AAG with their yearly CEU requirements, including professionalism and ethics.

Human Resource and Payroll
The Human Resource and Payroll Section is responsible for the processing of all new and existing employees.

Information Technology
The Information Technology Section coordinates all technology services for the Department of Justice. This includes assisting divisions in analyzing their computer equipment and technology needs, purchasing computer hardware and software, designing custom applications, and training department employees in the use of hardware and software. It also coordinates installation of all telecommunications equipment. The Information Technology Section maintains a wide area network linking hundreds of computers and responds to user requests for computer service through the operation of a Help Desk.

Property Control / Fleet
The Property Control Section maintains inventory of all movable property purchased by the department and handles fleet for the department.

Purchasing
The Purchasing Section coordinates all purchases for the department including supplies, computers, software and hardware, and furniture.
